ASM Miti Tate passes away

YINGKIONG, May 01: Miti Tate ASM of Geku (Peram) died on April 29 last due to cardiac arrest at the age of 48. She is survived by his husband, six sons and three daughters.  Meanwhile, J.K. Panggeng local MLA and Parliamentary Secretary Education, Law & Justice expressed deeps shock over the untimely demise of late Tate.

In his condolence message to the bereaved family members, Panggeng said late Tate's premature death is an irreparable loss to the village in particular and society as a whole.

Attending the funeral function and condoling her death the Zilla Parishad Chairperson of Upper Siang, Apel Modi said that late Tate was a dedicated Panchayat worker and an active social worker. Both Panggeng and Modi prayed to almighty for eternal peace of the departed soul and to bestow enough strength to the bereaved family of the deceased.

All family and friends, near and dear relatives people of Geku area paid their last respect to the departed soul yesterday. DIPRO

 

AAPWU celebrates International Labour Day

ITANAGAR, May 1: The All Arunachal Pradesh Workers’ Union (AAPWU) celebrated International Labour Day at its head office here today.

“Workers are my family and I always fight for their right till my last breath,” said AAPWU president Jalley Sonam. He further called upon the gathering to celebrate the day with grace.

Working president, Changma Tajo while explaining the significance of the day urged the workers to maintain unity and work in unison.

 

Power supply disrupted as electric poles fall down

ITANAGAR, May 1: Many electric poles at Chetam area of Upper Subansiri district were either damaged or fell down after few months of their erection posing great danger to human life and animals, alleged All Chetam Circle Students’ Union.

The village was electrified under Rajiv Gandhi Grameen Vityutikaran Yujana but the electric poles were damaged within few months causing disruption in power supply, informed the students’ union. While expressing total dissatisfaction over the quality of work and alleging misappropriating fund in implementation of scheme, the students union demanded the department concerned to repair the damaged electric line to restore regular power supply in the area.

ITANAGAR, May 1: East Siang Superintendent of Police Devender Arya today expressed surprise over ‘his quoted reference’ in a news item published in a section of local dailies today regarding investigation into the Mathew Dabi death case. “The quoted reference has been taken out of my discussion with representatives of Galo Welfare Society (GWS). However, I was surprised to see my quoted reference as district Police has not issued any official statement in this regard,” the SP said. Official statement of the officer concerned should be published or due verification should be done before preparing a news, the SP added. DIPRO

 

Stray animal eviction drive begins

ITANAGAR, May 1: The regular eviction drive of stray animals in the Capital Complex began today at Naharlagun with police personnel and Public Premises Protection Force (PPPF) removing as many as 20 stray animals from town area which included cows, goats, pigs and dogs.

While informing that similar eviction drives will be carried out from Chimpu to Banderdewa on regular basis, the chief estate officer, Capital Complex, in an official statement urged the owners of domestic animals that they should not allow their animals to move in public places as they will be liable to pay penalty as per the provision of the law. The evicted stray animals will be disposed off in auction proceedings, the statement further read.

 

Rly Sramik Union demands job reservation for locals

ITANAGAR, May 1: All Arunachal Section Division North Frontier Railway Construction Loading and Unloading Sramik Union (AASDF RLY CONST L&ULSU) team led by its president met the Chief Commercial Manager of NF Railways at Maligaon, Guwahati, Assam and submitted a memorandum urging him to appoint local indigenous youths of Arunachal Pradesh in group “C” and “D” posts in the ratio of 80:20 as per the state government recruitment rule.

The team also urged the Chief Commercial Manager to extend Rajdhani Express services upto Naharlagun station and also discussed with him for devising a proper mechanism to check ILPs of travelling passengers.

Meanwhile, the Chief Commercial Manager after having a threadbare discussion and going through the memorandum has assured the team to look into their demand, the release claimed.

 

Rebia bats for railway service

ITANAGAR, May 1: The maiden train service which started on April 7 last as announced by Prime Minister Manmohan Singh to put Arunachal Pradesh on the railway map of India, would bring a wave of economic change to immensely benefit every section of the state, said MLA-elect Nabam Rebia.

Rebia, a former Rajya Sabha member, who visited the station here today to take stock of the situation, called upon the people to not panic so far as implementation of the inner line permit (ILP) is concerned.

The state is under the Eastern Bengal Frontier Regulation, 1873, making it mandatory for any outside to obtain ILP to enter Arunachal Pradesh and there is no compromise with the provision, Rebia said, adding presently most of the people from Assam have been visiting with great inquisitiveness to see the land of rising sun, take snaps as memory and go back. This should be welcomed while ensuring those who want to stay for longer period should obtain ILP. The GoAP would have a strong mechanism in place soon for effective checking of ILP to prevent influx of anyone without ILP, he said.

“Though the project was in freezer, but I as member of Parliamentary Standing Committee on Railways had vigorously pursued to revive it which got accelerated after the announcement by the PM on January 31, 2008.

 

Training on summer vegetables for women farmers

CHANGLANG, May 01: In an effort to encourage the local women farmers of Changlang, a training on summer vegetables under the guidance of the District Agriculture Officer A D Panggam was successfully organized at New Changlang village. The training under ATMA programme was conducted by a team of resource persons headed by ADO V Singh along with his team of SMS -Nonju Tikhak and two AFAs - N Tailong and Chathan Sawin. Intensive drive against illegal visitors begins

ITANAGAR, May 1: The state Govt machinery today swung into action to check those train passengers who are coming to state capital without proper ILP. Chief Secretary Ramesh Negi informed that a team of police from the state visited Gohpur railway station in Assam this morning and carried out awareness campaign about the need to obtain ILP while entering Arunachal.

“After holding awareness campaign, the same police team boarded train from Gohpur station. Using loudspeaker they announced in moving train that those who are travelling without ILP will be arrested as soon as they reach Naharlagun railway station. The announcement had desired effect as around 350 Naharlagun-bound passengers got down at Harmuty station fearing arrest,” said Chief Secretary. He further informed that in all the 19 railway station situated in Assam, awareness campaign about ILP will be carried out in the next few days. CS assured that every step will be taken to ensure that visitors from other states respect law of the land and visit Arunachal only after obtaining proper inner line permit (ILP).

It is worth mentioning that the  chief secretary yesterday convened a high-level meeting with the Railway authorities and bureaucrats of the department concerned of the state in order to chalk out strategy  for proper ILP checking to thwart illegal entry of  outsiders through rail service.

 

 

Exorbitant rate for HSRP decried

ITANAGAR, May 01: Protesting against high amounts charged from vehicle owners for installation of high security registration plate (HSRP), the All Arunachal Contractors Welfare Association (AACWA) has demanded the Department concerned to cancel the agreement with Shimnit Utsch India Pvt. Ltd. and invite fresh tender for supplying or manufacturing HSRP.

AACWA in a release claimed that rates of HRSP are not uniform in all the states of the country. It is exorbitantly high in Arunachal Pradesh as compared to other states.

Giving example, AACWA said that the rate for getting HSRP in neighboring state Assam is Rs.119 for two wheelers, Rs.153 for three wheelers, Rs.318 for light motor vehicles and Rs.335 for medium/ heavy vehicles. While in Himachal Pradesh, the rate is Rs.105 for two wheelers, Rs. 125 for three wheelers,Rs.304 for light motor vehicles, Rs. 315 for Medium/ heavy vehicles and Rs.100 for Power tillers and coupled trailers.

Whereas in Arunachal Pradesh, the rate for getting HSRP is Rs.660 for two wheelers, power tillers and coupled trailers, Rs.798 for three wheelers, Rs.1568 for light, medium and heavy motor vehicles.

While demanding the authority to explain the reason behind such high and exorbitant amounts, the Association urged the vehicle owners to protest the same. The Association further demanded that installation of secure number plate should be made compulsory in the state until the rate is made reasonable.

 

 

Governor urges NIT faculties to take up research works

ITANAGAR, May 1: The Governor of Arunachal Pradesh Lt. General (Retd) Nirbhay Sharma exhorted the scientists and faculties of National Institute of Technology, Yupia to carry out research works which are relevant to the State.

Addressing the students and faculty of National Institute of Technology at its temporary campus, Yupia today, the Governor advised them to be innovative and useful to the state  and also urged them  to put emphasis on research related to hydropower and environment. Governor encouraged the faculty to concentrate on these subjects, while underscoring the fact that NIT, Arunachal Pradesh is located in the State, the institute must become partner in development of the State. He exhorted them to maintain the spirit of excellence.

Sharing his observation, Governor advised the NIT fraternity to take up the problems as challenge. He said that the NIT, Arunachal Pradesh has young team and reposed his faith that this young team will focus on new areas and innovative ideas relevant to the State and make a difference.

Referring to his recent visit to border districts, Governor asked the NIT to address the challenges of computer knowledge in these areas and advised them to take up training of teachers in these districts.

Governor also brought up the issue of solar energy, which he said should be made economically and commercially viable. Further he advised them to have better synchronization with State Government and also with local people, when they shift to the new campus.

Earlier, ushered around the temporary campus by Prof (Dr) CT Bhunia, Director, NIT, the Governor visited various blocks were research works are being carried out. The Governor complimented the faculty for the dedicated endeavours.

Highlighting the vision, mission and future challenges of the institute, NIT Director Prof. CT Bhunia gave 10 years perspective academic plan where there will be 10,000 students, 1,000 faculty members with 10 different B.Tech, six M. Tech, nine MBA and ten Ph.D programmes during that period. He also said that the institute will introduce two M. Tech programmes, namely Appropriate Technology and Entrepreneurship Practices and Mobile communication, probably first of its kind in the country.  He also highlighted the various difficulties being faced by the institute due to non-availability of a permanent campus.

Prof. PD Kashyap assured that NIT will motivate students to face any future challenge and work for solution instead of creating problems.

DC, Ashok Kumar, SP Mari Riba and other officers were also present during the visit.

 

 

Arun ePDS centre inaugurated at Ziro

ZIRO, May 1: Lower Subansiri DC Krishna Mohan Uppu inaugurated the Arun ePDS centre at Ziro yesterday.

He said that this is a noble endeavour and will ensure efficient and transparent delivery of services to the citizens.

He asked the department to re-engineer the existing process of service delivery to come up with best service timing and charter for the citizens based Arun ePDS. He also stressed on the security and reliability of beneficiary data generated in the software database.

The DC advised the department to work closely with the directorate for any further support on software or hardware issues to ensure continued smooth functioning of Arun ePDS in Ziro.

District Food and Civil Supply Officer, Tarh Takia, informed that the launch of Arun ePDS will help the department to eliminate bogus ration cards and create a clean and authentic biometric based digitalized data of beneficiaries.

This in future would help the departments to transit to auto-allocation process wherein the Arun ePDS software will generate allocation of food grains based on actual number of consumers against a FFS as stored in software database, he said and also informed that transactions at FPS level will also be automated based on food coupons issued to the consumers.

Other officials like DRC, Lilabari, Honi Bayang, Manish Jawarkar, representative from Beacon Company were also present.

 

 

Anti-drug campaign in LDV becoming a challenging task

ROING, May 1: Anti-drug and alcohol campaign isn't proving effective. This is what the local NGOs in Lower Dibang Valley fighting against drug addiction are starting to realize.

"Three major drug peddlers were arrested recently," said Anjite Menjo, former Zilla Parishad Member (ZPM) who leads the Dibang Anti-Drug Campaign Committee (DADCC). "These actions however had little effect."

Police had arrested one male drug peddler from Arango village and two women drug peddler from Cheta village last year. Despite such arrests and several police raids, the drug business and drug use is still widespread, reports a local NGO Enjalu Menda Women's Empowerment Forum (EMWEF) which is actively working on drug-addiction.

In the past EWMEF have tried to name and shame people they suspect of being drug peddlers. "But such strategy have backfired," says Dr Manaya Mena, President, EMWEF. "Instead of becoming sensible and scared, they have become vengeful."

Many local activists now face personal risks and are being taunted. "Threat perceptions are growing because of increase in addiction related crimes," says Dr Mena.

"Campaign against opium has been a success to some extent," says Menjo. "But non-availability of opium has made way for brown sugar now and the addicts are aggressive and violent."

According to Menjo, these addicts have grouped themselves as gangs and are involved in crimes like theft and burglary. They are also involved in attacking non local residents and snatching away their valuable items - mobile handset and wallet.

Such is the intensity of the drug and alcohol related crimes that it became a major poll issue for several political parties during the election campaign for April 9. The Congress party offered to intensify police strength in town and to engage youths in building their lives. BJP promised to deal strictly with all mischievous gangs in town and to reduce number of wine shops. It also observed that Roing had more number of wine shops and less number of educational institutes.

In recent incidences of addiction related crimes - six people were reportedly arrested by police on charges of violence inside district hospital in inebriated condition. Three of the accused arrested were under-age and were released on bail. In another incident, a drunken youth reportedly attacked hospital staffs and police had to be called in.

These are some of the incidences that give insight of what's becoming of the young generation in the town. "The elders are failing," said one elderly citizen who wished not to be named. "Parents do not keep track of what their children do, who are their friends, and where they have been. All they do is play cards and drink."

Ms Jasmine Pulu, a school teacher and a student of psychology observes that children are not getting adequate attention from their parents. "So they indulge in kind of activities by which they get attention. It gives them sense of confidence and they feel people recognize them." To fight drug-addiction in the community, the Idu Mishmi Cultural and Literary Society (IMCLS), the apex body of Idu-Mishmi tribe is of the view that a holistic understanding of the issue has to be generated before dwelling on this complex subject.

"Currently we are working with district administration and other local NGOs in creating a database on the number of addicts and peddlers," said Enju Linggi, President, IMCLS. "We are trying to assess their background - age, gender, economic status etc. Once we have understanding of their background, we will know where to strike."

To make the anti-drug and alcohol campaign effective, James Kabang Lego, a local resident currently posted as Deputy Superintendent of Police (DSP) in Khonsa suggests that campaign needs joint effort of both Idu-Mishmi and Adi community.

"Though drug business is not so widespread in Adi villages but they are also affected as Adi boys go to Idu-Mishmi village to consume drug and alcohol," says Lego.

Fighting drug business in the district is, however, becoming a challenging task. Lured by the easy money, farmers in the plains have also started to grow opium, which until recently was confined only to hills area where it is still grown for self-consumption.

 

 

Teachers Orientation Camp by AVP concludes

ITANAGAR, May 01: The 5-day Teachers Orientation Camp for the teachers of the Balwadis and schools run by Arunachal Vikas Parishad (AVP) concluded in last week at Donyi Polo Vidya Niketan, Ngorlung, East Siang district.

Addressing the valedictory function of the camp Manik Dang, a prominent social worker from Jonai, Assam called upon the teacher trainees to stick to their responsibilities of man-making in letter and spirit. He appreciated AVP for its multidimensional projects and hoped the efforts of the Parishad would definitely go a long way in preservation and promotion of the indigenous faith and culture.

AVP Joint Secretary Omir Tatin, asked the trainee teachers to imbibe the noble values of the Janajati people and instill them in the life of the little children so as to shape their character.

Tajom Tasung, General Secretary Central Donyi Polo Yelam Kebang asked the teachers to be role models in the society.

Earlier, AVP State Organising Secretary Sandeep Kavishwar gave detailed report of the various social, educational and health service projects of AVP.

59 teachers from the 41 Balwadis and 3 schools run by the Parishad participated in the camp.

Many senior activists including Ramesh Babu, All India Shradda Jagaran Pramukh of Vanavasi Kalyan Asharam, Krishna Bhide, Regional Organising Secretary (North East), Girish VV, Consultant, National Teachers Council, Bangalore, Birendra Dubey, Asst Org Secy, AVP, and several local resource persons imparted training to the teachers in the program.

The local reception committee under the chairmanship of Paniram Panyang took up the efforts of organizing the camp successfully.

 

 

Citizens demand speedy investigation into illegal cash seizure

ITANAGAR, May 1: Large number of people led by Bath Teli ex ZPM, senior citizens RT Goyee and Tao Tagar today gheroed Yazali police station questioning slow investigation regarding the seizure of Rs 1.84 crore during the election. Tao Tagar stated that though a case has been registered and statements taken from drivers of the two vehicle and PSO who was accompanying the cash, the investigation has not progressed. Public will lose faith on the officials and police if such deeds continue, he added.

It is worth mentioning that one of the vehicles bearing the registration number AR O1 E 6975 used for carrying cash was issued by the RO Lower Subansiri to a INC candidate for use during election. His PSO who was accompanying the vehicle at the time of seizure of cash been suspended by Arunachal Pradesh Police. During the discussion with protester, Officer in Charge Inya Ete is believed to have confessed that there is a delay in the investigation. Further he has promised to look into the matter and complete investigation within short period.

State govt. should intervene

Dear Editor,

This is in response to the article published in reader’s forum column of your esteemed daily under the headline “Arunachalee should not be deprived” on 28th April 2014 written by one Ronme Dogging. In this regard, we would also like add some more information. The desirable qualification for the post of programme executive and transmission executive is acquaintance with culture, traditions and literature of the area concerned.

If an outsider is appointed in those unreserved post (Where no single Non –APST could qualified for interview, as per Ronme Dogging), how we can expect that they will serve the state efficiently without knowledge of culture and tradition of Arunachal Pradesh. After all, those programme and transmission executive will be working either in All India Radio or Dordarhsan, where knowledge of culture, literature etc of the concerned area is very essential.

As per Ronme Dogging total candidates are 12 and the total posts for transmission executive are 16 along with few post of Programme executive. It means total vacancies for Arunachal Pradesh are more than 16!! Vacancy is outnumbering the number of candidates selected for the interview. Hence those 12 candidates should be absorved by the Prasar Bharati anyhow. The local youth should not be denied job for non-availability of post under ST quota.

The worry of those 12 local youths is that total ST quota is 7, which means 5 candidates may not be absorved if they are not adjusted in unreserved post. Local candidates also worry that, Prasar Bharati may withdraw unreserved posts because of non availability of General candidate for the interview. If this happens, it will be huge loss for entire state. Because there will be shortage of staff in the concerned department in our state. But if those local youth get absorved by the Prasar Bharati, at least few unemployed youth of our state will get the job.

Therefore we the well wisher and friends of those 12 candidates appeal to the state govt to initiate step for giving justice to 12 local youths by making request to Prasar Bharati as soon as possible before declaration of result ( tentative date of result is 26/05/2013 by the SSC). We also appeal to the unemployed youth Association and AAPSU to raise the issue with the state government.

Where has stipend money gone?

Dear Editor,

What is the status of stipend for student studying in other states? This question is for the officials of the Director of Higher and Technical Education, Govt. of Arunachal Pradesh. I am writing this letter because the concerned authority seems to be careless because of which needy students are at the receiving end. This is not for the first time that the release of fund for stipend has been delayed. Even last year’s stipend was released after lots of hue and cry from students. Co-incidentally last year around this time there was Panchayat election and this year assembly cum parliamentary election. So one more question arises, have you people used the students money in election for candidate of your favour? We are in the last month of our semester. Release the money at the earliest so that we can at least use it for reserving a train ticket. Lastly, I appeal to the various student unions of the state, please first work for the student’s welfare.

Follow traffic rules

Dear Editor,

Even though Arunachal is known as land of khusi-khusi that doesn’t mean that people can do whatever they feel is right. How can our own people don’t have a minimum level of civic sense?? How can they act insane, parking their vehicle in the middle of the busy road? These days number of vehicle is going up which is making it hard for the people of twin capital to travel easily on capital road. Adding salt to the wound uncivilized and extravagant people of our capital parks their vehicles in every possible direction they want. This is serious matter which should be discussed. And really I don't think traffic police and wardens are playing enough roles to stop this nuisance or may be the paralyzed state govt is not giving enough power to the traffic police like other states.

Let’s stop this traffic tension. It’s my sincere appeal to all the dwellers of twin capital to obey traffic rule and follow the slogan "Pahele Aap".

Fear turning to reality

 

The most dreaded fear of Arunachalee is finally coming true in the form of railway service. The citizen of this landlocked state for years has been living in fear that one day or other, the government of India may lift inner line permit(ILP) system. Under Bengal Eastern Frontier Regulation Act(1873), any non-APST citizen visiting state has to obtain ILP before entering Arunachal. They also cannot buy land over here under this provision. This act was implemented by Britishers to safeguard tribals from the onslaught of mainland India. Many mainland Indians has been opposing this ILP system without understanding the sensitivity of tribal community.

Ever since train started chugging into Naharlagun railway station, thousands of people are entering without ILP. According to an estimate, on daily basis 5 thousand non-APST people are entering state without ILP by using rail network. Naturally Arunachalees are feeling betrayed and are up in arm against railway service. Numerous student unions has given ultimatum to the state government to fix the problem before it gets too late. For now people are using peaceful means to protest, however if urgent steps are not taken, situation may go out of control as emotions are running high.
